Abstract
In Japan all actions are inseparable from the prevailing norms and are tied to the inherent local culture so as to form a separate identity. Japan is very famous for its politeness and actions that uphold the rules, so that if they make a mistake they will be very embarrassed and feel they will lose their honor. The formulation of the problem in this research is what aspects is the cause of the culture of shame, the actions of the culture of shame, and aspects of the equality of actions carried out both in the past and in the modern era. This research was conducted with the aim of studying, studying, and analyzing Japanese shy culture in both the past and modern era, and knowing the positive and negative effects of the present. From the findings and research results that the cause of the culture of shame in the past is mostly done because of the defeat of the war and the knights when making mistakes and the actions taken are by means of suicide or harakiri (SEPPUKU). While the cause of the culture of modern shame is more often done because of failure or failure in running the government and also when it feels it is not useful to others, and the actions taken by the majority resigned from their positions.
